Will they fit 97mm poi balls?

They are flexible and have a sizeable slit on the side. Your poi balls should be no problem

Does this set come with balls / weights to put inside the socks?

No. I used a worn-out pair of socks in each poi as a lightweight speedbag. Works great and no fear or pain when you bash your head/face when learning new tricks!

I'm a beginner. How do I change out the handles? There are no instructions.

I'm not sure how they intend for you to do it with the parts provided. I used some of my old handles because these were too light for me. I would take a marble, or something small enough to fit in the tail end. Pull the tail end through the hole in handle provided just past the opening to put the poi in the sock. Insert the marble, and then pull the handle up until the marble stops it.. make sure whatever (marble) you use is small enough to fit inside the handle, but too big to pull through.. hope this helps

These are listed for kids. Can adults use them or are they too short?

These are for all ages. Kids will need to shorten the length using the adjustable hooks & eyes. Great for adults.
