do the holes go all the way through the ball?

No. The holes are like a regular bowling ball. I’m a PE teacher, and this line of bowling balls is the best I have found. Highly recommend!

Is this 8.5 inches in diameter standard bowling ball size?

No it’s smaller. My guess is 7.5 in.

Is the 2.5lb ball light enough for a 3 year old? Worried the 1lb ball won’t go thu the Ultrafoam pins.

Depends on how strong your 3 year old is. The heavier ball will definitely be better at knocking down the pins.

Can this be used to practice spin?

Yes, you can use this ball to practice your release to build muscle memory to put spin on the ball.
