Q: Can this be used on small LED garden spotlights? & can you layer it up to get a more intense colour?

Yes, I don't see why it wouldn't work. We used it on a greenhouse and it turned more of a blue colour after a while due to sunlight.

Q: what precentage of the light does it let through

Not into percentages but you can buy different shades. The palest you hardly can tell it is on. The darker one gives a greening effect. Most people do not notice it is that subtle.

Q: What is slip solution?

a mixture of warm water and fairy liquid in a squeezy spray bottle to enable the film to be manoevered into place before squeezing out air bubbles and trimming.
