can you put the flint wheel on a bic lighter

It's not a wheel, it's the flint that the wheel rubs against to create a spark. That being said, I just discovered that you can take the flint out of a Bic and use it in a Zippo, so it probably works the other way around as well.

would I need this for the Zippo hand warmer

You do not need these for the hand warmer. The only things you need to replace in a hand warmer is the fluid for each use and a new burner (zippo says each lasts for about 70 uses of the warmer)
