Hello, some people can hear it and it´s annoying for them, specially children. I didn´t see any efect on my neighbors dogs. But most important, it did not work on birds, the main purpose.

Yes but for Woodpeckers we do recommend the WoodPecker PRO

does this make noise?

Depending on how you set it it may make a small noise. Normally though, no.

How long will it run on batteries? I need it for my car - no outlet nearby.

I have one and the birds use it as their favorite hangout spot. At first they used to laugh and point at it. Now they sit on it and catch up on their bird gossp.
