Hello, It looks like the spray top is able to be screwed on and off so you can probably refill it, the bottle is pretty small though so it might prove to be a little difficult to refill the bottle.

Does it numb your throat?

If you aim for your throat, and gargle a bit before spitting it out, then yes it does numb your throat quite well and for a decent amount of time.I also like to use chloraseptic on mouth sores, chapped lips, and cold sores. When bad enough it is excellent at aiding the healing process.

Is this good for throat inflammation?

I doubt it, it is good for sore throats.
