Can these sharpen scissors or shears decently?

These aren’t sharpeners. They just help you find an angle. The steepest is 25 degrees which is not steep enough for shears. Scissors and shears should be 60-80 degrees.

Can I use this to sharpen a knife on a bench grinder?

Only have ever used it on a bench top stone. Unsure if it could somehow be used on a grinding wheel
