Why does the title say carry-on if it isn't?

It says the overall dimensions are 22.5x15.5x9.5 in the description at the top. This does not meet carry-on dimensions of 22x14x9 for almost all US carriers.

I don’t have instructions how to set up locks.

1. Open the lock (0-0-0) 2. Press down on the reset button with a tool until you hear a “click” sound 3. Set your combination by turning the dials 4. The lock can now be open when you push the button. You will hear a “click” when the reset button releases

The weight is slightly over 8 lbs. (if my travel scale is absolutely correct)
