Only if you have a drop rig for it. It has two snap straps that hooks to vest rig well.

Will this fit glock 19 with mounted light and red dot?

Yes bro. Many of these style holsters even cheaper ones can be adjusted to fit many different basic normal modern handguns as long as they aren’t super small or stupid large. I’ve got a 19.5 and 17.5 both have lights and they both fit great. So does my 1911 with a light and my hk usp ct

Is there a shoulder molle rig that this will fit on comfortably? Id rather have one holster and have it be mountable to shoulder straps and my thigh.

It's a MOLLE holster. You can create a belt loop with the MOLLE straps for a belt. Or you can buy a drop leg harness and strap it to that.
