Can I use this on black rims?

Yes, absolutely it’s safe for all paint colors. The most important thing with Black rims is your microfiber towel you use and how much pressure you put on your wheel while cleaning them. I recommend using a brand new microfiber towel and specifically keep that for your final wipe of your black rims once they are cleaned. It will gloss them up.

Does this product have anti static properties ?

I've done a lot of detailing and this is my go-to finishing and everyday detailing product. I've purchased it several times now and I don't notice any static problems. I even use this after ceramic coating. I also carry this in my RV because it keeps it looking great and is gentle on the finish. Try it.
