Will this work on my neighbors wind chime? Im hoping to add a little bit once every week or so.

lol...I assume your goal is to "cushion" the noise from your neighbors wind chimes.(?) In that regard, I'd say yes. the flex seal would do that. It leaves a rubbery/plastic sort of seal on whatever you put it on. But it might show-up a little glossy or change the color of the chimes in doing so. Would like to a bird on the fence watching that covert activity! ;)

Does the clear color actually dry clear?

Flex Seal Clear does dry clear if you spray thin even coats, however if you spray very thick and multiple coats it might not be completely transparent.

does the surface need to be "clean and dry" ?

I bought a can of this to seal a crack in a concrete laundry tube in my basement. The surface was dry, but not especially clean (I did nothing special to clean it). I sprayed the cracked area once, let that dry and then another light spraying. The water leakage that had occurred before was stopped. The stuff did the trick.

I have a leak in the tank of a ceramic toilet at the inlet valve will this seal the crack?

I’ve used this to seal cracked toilet tanks and it’s held for over a year. I have wall hung toilets so super expensive to replace, this is a much cheaper alternative.

Me fue útil exactamente para lo que quería, tenía una fuga en una tubería compleja del lavabo, por mucho que use silicon normal no secaba a tiempo, con este producto solo tuve que rociar dos veces, dos capas para asegurarme que quedara y la fuga ya no existe por el momento. Recomiendo usar dos o tres veces sobre la zona que necesiten, huele bastante así que traten de no estar encerrados o ventilar el area y parece duradero hasta ahora. Tener en cuanta que son fisuras pequeñas o algo que no agregue mucha tensión, ya que al ser spray las capas que pone son delgadas.
