Can this be used to read/write data on a pcmcia data card?

I can not answer you, because I bought it to read a pcmcia audio card and it did not work. but as I understand it is useful for data.

If this is cardbus why is it keyed only for pcmcia?

This is a pcmcia to USB card adapter, for reading pcmcia memory cards only ( like the Panasonic Arbitrator memory cards) It is not a universal adapter!
