will this work for a sailor uniform?

I used it for a gondolier costume. Looked authentic. What country's sailors wear red scarves? I guess it would look OK. It was big enough to fit around an adult's neck.

Do they bleed if wet? Looking to put on stroller to help identify at disney.

I have no idea, but this is pretty fancy scarf. It would probably be ruined (snagged, etc.) if you put it on a stroller. Maybe a cotton bandanna would hold up better. They have lots of bright colors at craft stores.

This is a beautiful chiffon scarf!

I bought this chiffon scarf for a 50s themed birthday party and I am not disappointed. The pleats on this design were definitely the way to go! It's a beautiful scarf with a nice sheen to it. It is very pretty and bright. I would buy again.
