This "blooming" gel is a clear coat into which color art strokes can be more-or-less floated, then cured. To be effective, this usually needs to be created over a cured color backdrop. (My only attempt so far is to try a gradient tip. Let's just say I'll improve with practice.) The product page has some satisfying dimensional results and directions.
