This is quite stretchy and only covers an area like a comfy sock. Be aware it has absolutely no compression to it. The range of 6 cm to 20 cm refers to the size of the opening that you put your foot or arm through and then pull it over the area you need to cover. Depending on how large is the person's thigh you'd want a size that you can pull up over the thigh. An adult of a healthy weight probably could guess at 12 cm.

can the 25 ft roll be cut for knee high stockings?

The role of stockinette is continuous so it can be cut to any length. Once cut, there is no closure at either end, so you could pull the stockinette on top of an ankle sock and create knee high from the two.

How do you choose the size? We need it for a large person's elbow area to put under an elbow brace. 3"? 4"? 6"?

Are these 2-ply or single-ply stockinettes?

The best source of information is the manufacturer. From the selections, I did not see 2-ply. But I was notlooking for 2-ply. Again, contact the manufacturer directly.
