can you apply this underwater please or is it best to empty the swimming pool first

The instructions say the surface to be stuck should be dry, so I don't think it would work if applied under water.

Do i have to deflate my hottub first before applying

I didn’t, I applied it to the puncture from my finger under the water. However if you have a bad leak you might need to deflate it.

Would this be suitable for a paddle board with 15psi?

I have used it for my inflatable kayak and has worked perfectly, for a paddle board maybe use a patch as well
