are these more white or amber?

I'd say more amber. They give off a soft, warm glow not a bright one.

Do most of you think these really need a dimmer? Mine will be 45 feet away on a fence, not right up on my patio.

No, they should be perfect that far away. We have ours in a tree and sit about twenty feet away and they give a nice amount of light but are not to bright to look at.
