Is this a milk tea powder? or just a powder with flavor.

It does not contain any black, green, or white tea in it. I would say it is a strawberry flavored milk powder. The back of the package says that Glucose Coffee Creamer. The ingredients as shown on the package: tapioca syrup, hydrogenated palm kernel oil, strawberry extract malic acid (E296), and so on ...... I bought it a few month ago trying to create milky strawberry flavored bread :D Hope this is somewhat helpful to you :D !!
