Can this be used on chinlon fabric?

you could test small portion -chinlon can be less durable fabric although I have used on nylon, polyester, spandyx, lycra

Yeah, it would certainly kill fleas and almost anything else that would touch it. Be careful about that though, it's not good for cats and small pets to touch it. So you definitely can't use it on a pet, and shouldn't use it in an area that might have pets later. But if you've got a flea issue to fix and no pets, sure.

Will permethrin prevent yellow jackets from landing on my clothing?

Sawyer Products Premium Permethrin Clothing Insect Repellent will provide repellent action against yellow jackets, however, use of a personal repellent on exposed skin is recommended.
