does it come with paper if not what paper fits and what plastic sleeves fits (i can’t find the muji ones)

No paper doesn’t come with it at least i didn’t get any with the folder however I use Muji paper with the folder and it’s perfectly fine

How do you punch holes in paper?

You'll need a special hole puncher. I got mine from a Japanese distributor and love it. This is my favourite type of binding because the paper never wears out.

How many sheets of paper can the binder hold?

I haven't counted but it's a fair amount. The same as other skinny binders the same size as this one.

is the binder clear or white?

It's a transparent white. So, it's a bit see-through but not completely transparent, if that makes sense.
