Does theROHO Hi Profile Quatro cushion come with a cover and a pump?

I bought a 18" X 20" size ROHO Quatro. The cushion came with a ROHO cover with access holes for valves , an air pump, tape patch kit plus a manual for/leak repair & adjusting seat pressure to user. Note: the fill and quadrant valves are on the 18" side.

How many inflation valve, have ROHO High Profile Quadtro Cushion 15 x 15?

one. However, I would strongly suggest going with the single compartment Roho cushion. The Quadtro is prone to pinhole leaks on the front outer edge corners.
