Although these are marketed as flushable, should they be. Don't they block drains?

These are the newer ones (They say fine to flush & Easily dispersed) I have put one in a jar and given it a shake, and it did break up quickly. Also they now contain NO plastic.

Are these really flushable as one reviewer claims not?

According to BBC News dated 13 November 2018, No 'flushable' wet wipes tested so far pass water industry tests! Also, the Advertising Standards Agency upheld a complaint against Kimberly-Clark who make Andrex 'Flushable' wipes that the advertising was misleading. And apparently as from 11 January 2019, manufacturers of wipes will be able to feature an official water industry ‘Fine to Flush’ symbol on their packaging if their wipes pass strict scientific tests. This symbol will let consumers know that the products don’t contain plastic and will break down in the sewer system instead of clogging up sewers and contributing to blockages, fatbergs and sewage overflows.
