What is it made of? is it hard plastic? or softer?

it is made of stiff plastic. It's hard in that it's not as "soft" or "chewy" as (for example) a kong Frisbee or Kong treat ball, but it does have some structural 'give' to it, which will allow the toy to squeak a bit. Your dog may find it entertaining and fun, but mine says "meh" and ignores it.

May be an odd question but how annoying is the squeaker?

Anyone who says this toy doesn't squeak has never had a 120 pound German Shepherd. It's loud, and it's annoying...but it keeps him busy so win/lose I guess.

How big around is it?

I have seen two sizes. The one I bought is about 7 inches in diameter and about 3.5 inches on the flat between handles. Charlie is a 80 pound retriever and we play with it often and hard. So far (several months now) it has held up extremely well. I don't have the measurements on the smaller one but you may be able to contact Kong for the specs.

Does this toy float ??

I don't own this myself but first encountered it at the dog park where someone was throwing it in the river for his dog to fetch. His floated, so I would say the answer is yes.
