dilute and use or direct application?

No, As this product is not water based. You cant dilute it. Just clean the tire and then apply it directly with foam.

It can be use for white fans?

Not suggested its purely for car black dash boards and tyres materials

Can we clean the rim?

Nop its a tyre polish not a cleaner.

Will the hydrophobic effect cause tyre crack since tyres are not supposed to be dry always?

No. Using the WaveX Tyre Guard Tyre Polish in fact lubricates vehicle tyres which in turn prevents cracking and fading.
