I have a very short wide tank that holds about 10 gallons. is it ok to have this heater blanket under the tank, on the floor?

It is not meant to lie flat and trying to use it that way could damage it. For putting under a tank there are plenty of ruberized ones that are meant to lie flat and they are much cheaper. Search on reptile or germanation heating mats.

If you fill a bucket with water... what temperature will it maintain? Figure 4 gallons. Im hoping for 125F.

It will get to this temperature. But there is no thermostat, so it will not maintain a constant temperature, it will just keep getting hotter.

What is the height of this? Would it work on a rubber water bucket for a dog?

The height is 11 inches. The length is approximately 45 inches. I don't know for sure if it would work on a rubber bucket, but it does get quite warm so it might be able to keep water above freezing even though a thick bucket.
