The catalyst did not come with this cactus juice. Are we supposed to mix it with something else? The picture is misleading.

One quart size is already mixed. Good for 12 months. Should be a sticker on cap to indicate when it was mixed. Gallon size comes with catalyst and must be mixed. Only good for 12 months after mixing. Don't freeze. Good luck.

Will it stabilize pine cones?

This can be used for stabilizing pinecones.

Will this work for sealing tree bark … thick multi layer tree bark that I want to preserve and use as a base for unique rocks

Judith. The resin will penetrate the wood fiber and cure, preserving it to a certain extent. If your bark will remain dry, you should be OK. Mositure will still ruin it. My suggestion would be to use the cactus juice and paint the bark with UV resin for a higher preservation result

Will this seal concrete?

No. This is a heat activated resin. You will not get your desired results if you try to seal concrete with Cactus Juice.
