Do they shrink at all in the length? 30 seems too short and 32 is too long, so I'm hoping to shrink to a 31" length.

Order the 32. If it’s a bit long, you can always shorten it a bit, but if it’s too short, there’s not much you can do to lengthen it!

well I'm 5' 3" and 160 pounds and I tried a size 12P in blk and I love them. I don't think you need a 14.

Are these jeans stretchy ?

The Wrangler highrise jeans have some stretch, they are not stiff like old fashioned all cotton jeans, but they are not so stretchy like jeggings. Nice comfortable true quality denim.
