You can put them in water, but it takes them awhile to fully dry again

do these balls have water inside them or just air? I am looking for air filled ones as I know that eventually someone will try to remove the light...

They are filled with air (maybe a nontoxic gas/mix, technically). Unfortunately however, they tear open very easy. Just stretching them a few times has caused every single one I’ve had to rip where the cord molds into the ball. I’ve not had one child to get one to last more than 30 minutes.

How do you of puff them back up when they get squished?

You don’t. You have to get new ones. Washing in light dish soap will help clean them, but if they get too smooshed, they need replaced.
