Could I switch the top level straps to the bottom?

I do not believe that the stand would be functional with the straps reversed in order. The design is such that as designed the top straps are much stronger ( rated to hold over 100#) than the bottom solid vinyl sheet(rated to hold 21#). The top straps are also much longer. If you’d reverse then, the stand would not be very functional. If it worked at all, I’m sure you would not be happy with the result.

How can we order replacement parts? I can't assemble a rack because I lost the bag of parts that came with it in my move.

These luggage racks are sturdy, well made, look high quality. I don’t think you can beat what you get for the price!! Some assembly required, take your time and follow the directions and DON’T over tighten and you’ll be fine!
