Will this strap be appropriate to connect to a 200-500 telephoto lens?

I am using it with 200-500 + D500, connected to the lens foot, it works properly, just make sure you tighten up the screw really tight in case it go lose and everything fall apart

Can this sit over the neck?

Well you can hang it just about anywhere but it's designed as a sling type strap. It wouldn't work very well over the neck.
