Why is it so much when on the Nintendo E-shop it is $15.00?

Because this is a physical retail cartridge as opposed to a digital download. Always go physical over digital when you can

Is this north American or European release?

It is supposed to be the North American release since the listing is made on the UPC barcode for it but some shady seller managed to change the product photo to the European release. I have unsuccessfully tried to fix the product photos twice but Amazon Seller Support refuses to accept the changes for whatever reason. My advice is to just read up on the feedback for whatever seller you are thinking of purchasing from and see if there are any complaints of that seller sending the wrong release of a product.
