Does this come already whipped or as a soft, but solid base?

Soft soild base, if you are making scrubs you will have to blend it in your stand mixer or hand held mixer

Is this product vegan?

most if not all Glycerin based soap bases are vegan, glycerin is from plants.

Is this made with vegetable glycerin ?
