I'd like to put this outside in the elements and set a stone bird bath basin on top. Would that be possible? Is there a way to secure anything on top?

It's not as sturdy as it seems. It appears to be made of plaster and hollow on the inside. It's very lightweight and may hold small things but any movement in the basin or heavy wind might knock it down. It's really for inside decorative purposes. You can place midsize statues on it but I wouldn't place anything heavy. With all that said, I like it a lot. The detail is amazing and worth the price. If you're looking for fountains try the gardening section instead. Hope this helps.

I want to mount a 8 inch light base too this could I use construction glue on both top and bottom?

I’m sure that would work fine. Maybe scuff the surfaces you plan to glue using a hirer grade epoxy.
