I see no reason why you should not be able to use it. As far as I know, there are no restrictions for an unused spectral tiger mount in China. However, a blue post (blizzard support) for your region would be better suited to answer your question.

The card exchange for both swift (epic) and normal (rare) mount. One with armor and one without. My card did anyway. Ingame you get both mounts in your inventory. So make sure you have two empty slots in your bags.

Can you send the code to an email after i purchased?

Yes, but you need someone (trustworthy) that can scratch the card to reveal he code and then email it to you. When i bought my card i recived it in a package. I recommend that you do the same. Not only so you can rest asure that the code is unused but olso the card itselfs might hold a value for those ppl playing the accual cardgame. Perhaps you can resell the card to them.

Buying your letter will receive two tigers? And after buying, you send me the code of the letter by email and then send me the letter already shaved?

The code is on the card and when you redeem it in world of warcraft you get both the epic and rare versions of the spectral tiger
