Would a strong double sided adhesive tape work to mount them and hold them in place?

It is possible that the two sided tape could work if you didn't put anything heavy on the racks.

How far does the 14 x 21 extend / roll forward?

They extend the full length of the track. 21 inches out from the front edge of the track in its compressed position.

This product is strong and sturdy, and it was way easier to assemble than I had anticipated. I ordered 2 more after the initial purchase. The height is adjustable, however I wish there were more slots to reduce the height further.
