On popular restaurant supply store We**, they're $2.59 each and it costs $16.60 to ship 24 of them. Another popular site Wa**, they're $2.92 each with $9.31 shipping for 24 of them. Even if one wanted only a few, they could be purchased for under $10 each, including shipping on other sites. I suspect the only reason they're so expensive here is that only one party is selling them here. It's not uncommon for restaurant supplies, though. Another restaurant supply Hu* sells items here for 2–3 times the price they sell the same items on their own website.

Does this open hot popcorn bags?

It would probably work, but still would have steam escaping. I would probably use a scissors for that. This device is for opening a plastic food pouch, (think mayo or catsup) and then squeezing out as much of the product as possible to reduce waste.
