could this lime mortar be mixed with sand and used for re-pointing a brick chimney?

yes, I pointed and replaced soft brick that were made in the 1870s on a north facing, shaded and wet wall. Worked well, my ratio was 3 part sand, 1.25 lime, .25 Portland cement. It is difficult to find technical information on ratios and applications.

What type of sand should be used?

Finding the right sand is not easy and it matters for how good the plaster turns out. One wants sand with rough grains in contrast to smooth round so no beach or river sand.
