Can this be used in area where car is parked not entire garage or would they move around from weight of car?

Yes they will move/slide from movement of car. Mine are against the wall and still shift (bunch up) from repeated stoping of the car

Can I use my 3 ton roller floor jack on this?

Depends what you are jacking up. A Honda Civic may be the most I would lift, but I would recommend using steel plates or at least 1/2" plywood under the jack wheels. Search Tesla Mark on you tube for my videos on the install and 18 month review on tips like this and how to maintain this type of floor. I still love it!

Whats the best tool to cut snaplock with?

Handsaw or hacksaw would be best so the plastic does not melt

would these tiles prevent my kids from gettiing bruises and scratches?

I'm not sure how any florimg can prevent kiids from getting bruises but it would provide a nice coverage for cement floors, more cushioning
