What is the difference, besides blowers, between all 4 msi 1070 ti's since they are all clocked the same?

All 1070 Ti's are clocked the same, however, the cooling solutions all differ and offer varying levels of efficiency. Temperatures will vary quite a bit between the different models as a result.

Would a 450w psu paired with an i5 7500 support this?

The minimum recommended PSU is 500 watts. You should be able to post just fine with 450w, but there may be an issue when the system goes under load.

Technically speaking, the GTX 1070 Ti (as a whole) is not on the HTC Vive ready component list. Theoretically, it is more than powerful enough to work, but there may be an issue with the software that we are not aware of that doesn't allow the GTX 1070 Ti to be used for the HTC Vive.
