Can the plastic sheet be cut down to size easily?

Yes, using scissors, most difficult part is marking where you need to cut. I always cut a bit larger then trim excess of after fitting with a sharp bladed knife - Stanley or similar.

Can the film be easily removed if necessary?

Hi the reason roe the clear and safe film is to secure a single pane of glass in the event of something hitting the glass the plastic film would hold it together until it can be be replaced making your home secure in short no to removing it just like a car windscreen only it is bonded between two panes of glass happy to help
