Will the old remote still work with the Romio Pro after doing the upgrade?

Your old remote will need to have a "back" button on it to work with the new interface. Some of the older remotes do not have this.

what is the dongle for?

This allows the remote and tivo unit to 'talk' to each other. Every tivo has a usb which the dongle plugs into.

Will this work for the streaming 4k?

The remote just adds voice control. If your Roamio and/or Mini streams 4K with your old remote, it will continue to do so. If you have an older Mini that doesn't support 4K, it won't add it.
