Can both lights be controlled by just one of the remotes?

Both lights can be controlled by one remote. I kept one remote in reserve - did not activate the battery.

How does the memory function work? It does not turn on the last color after turning off and back on.

No, memory function, once you turn off and then back on automatically white. You have to set color each time you turn on.
