I have medium gloves with one brand, but large with another one (my hand size for glove is around 20 cm / 7.8 in). Should I go medium or large?

I would go with the large size. I wear XL gloves. You need room to slide your hands into the mitts without an effort. Plus, you might be wearing gloves which adds volumn to your hands.

Is there any way to ride get your hands to the drops, or is it only for riding the hoods?

You can still ride with your hands in most positions, flats, drops - but some positions will be a bit awkward, and the hands won't be protected. Still, it's quite possible to move your hands around, albeit for a shortish time if really cold outside, to relieve pressure on longer rides.

Is the price for one or two mitts?

This comes in a pair (2 mitts).

I have drop handlebars with internal shift cables, and bar end shifters. Will these pogies work with this setup?

I think they would, the bar ends would stick out of the small end of the mitt, so you would have to pull your hand out of them to shift. if you do a lot of shifting it might defeat the purpose of the mitts.
