Does the cap on the top come off?

No. It is made to fit into the pen to make the tip go in and out. Great ink flow. They come with the tip protected to keep it from drying out. Just be sure they fit your pen. They are not universal and fit only a certain type of pen. My pens pull apart and the refill fits inside.

Are these the same quality as cross branded refills? they don't make cross in the usa any more, have a 25 year old usa refill, still works.

25 year old? That’s amazing. These are fine, I’m sure they won’t last 25 years, but if I get one year out of them I’ll be satisfied.
