with the clamp meter can you measure amps in DC ?what is the maximum dc amperage it will measure?

Yes, in fact I purchased this clamp meter to be able to measure current flowing to my car starter when cranking engine, and it really works well for that. the maximum amps is 600 amps with 0.1mA resolution.

This tester seems very slow to obtain readings, I mean compared to cheaper units it is slooow is there something wrong with it? Batteries are new!

The only reading that takes a second or so on mine is the capistor test. All other reading seem fine. Maybe you got a defective unit.

Where can I download a mestek cm86b pdf owners manual?
