can i use this cord to print without connecting the printer to wifi?

I normally use Wifi but I believe that you can print without it because it is a direct connection from the printer to your computer. You may have to check your printer set up to select direct connect vs. Wifi so the printer prints directly from your computer and bypasses the Wifi setting.

Will this work with Epson EcoTank ET-3830 ?

I believe it will. I bought it for Epson -3170 and Epson-2803. If your device has the same shape, I believe the plug is universal. Worst case, it doesn’t fit and you return it. That was my thinking, but it worked with both!
