Can these planters be painted?

I don't see why not. Their color of the planter is the color of the plastic itself. So, whether any paint applied to it stays on would depend on the quality of the paint used. If it's to be placed outdoors, then all-weather paint would make sense.

Can I pour concrete all the way to top?

I live in a very windy town with high winds during monsoon (75 mph gusts in winter storms too), mine are only partially filled with cat sand and they have never budged. Putting concrete inside might be over kill and break them. They really don't need it honestly.

Does the planter have a drain in the bottom?

Yes it has 2 pre drilled drain holes. They work perfectly!
