Will they stay on with heated mirrors or will fall off?

I have heated mirrors on my car - these were mounted quite some time ago and still there !

Whats are the chances of this peeling off?

My mum has had this on her car (both mirrors) for over a year and they had not peeled off. They are able to withstand a car jet wash. No problem at all. Before fixing, see where you would like to fix the mirror - I would not recommend trying to remove once fixed as this will weaken the sticky backing. When you are sure of the position, just be sure to press this blind spot mirror on firmly, but not too firm that you crack the wing mirror itself. Hope that helps.

Best way to get these off? - Originally bought after passing driving test.

You can use dental floss to remove self-adhesive items, dashcam mounts etc, so that might work. You get a length in both hands and slip it behind the sticky pad and pull it side to side as a flexible "saw" to break the adhesive. Some gentle heat from a hair dryer, or such like, to warm the pad might help. Any residue could be removed with thinners or something like WD40.

I'll be using my own car for my driving test. Does anyone know if these mirrors are allowable?

Completely allowed. I know this is an old question, but for anyone else looking at this; most modern cars come with a section of mirror on the end of the normal mirror that is a different shape - essentially doing the same job as this product. You can usually see this if your mirror has a dotted line about three quarters of the way along the mirror.
