my sons foot from heel to big toe a little further out was 7.5 inches should i get an 11 or 12? 11 is 7.44 insole length

They seem to run a size bug my son got a whole size down from his size. I would go with 11.

Can these be used outside?

The bottom of shoe would be sufficient for outside use. There is a bit of a tread, primarily meant for artificial turf indoors. My daughter wears hers indoors on gym floors and artificial turf. Once indoor soccer season is over, she would have no issues wearing them outside.

Can these be used to play softball?

Yes. My 7 year old used them and loved them
