What is the length of the neck flap?

From brim where it attaches to edge of flap is 10 1/2”. It can be stowed into pocket within brim if not being used.

How firm is the brim? I love the hat i have now but it flops around in the wind, leaving my eyes unshaded. I cant always stop to pull the brim down.

Semi firm is a good answer for the brim. Not as firm as my Tilley by a long shot but that's ok.

Fit 7 1/4 without being sloppy?

It is adjustable so can fit varying heads. Mine is 73/8.
